PRESENT: Mayor Delgado, CM Harris, CW Wells, CM Fields, CM Michaels
STAFF: J. Burfeind, H. Dawson, Chief Harrison, M. Howe.
CALL TO ORDER: Mayor Delgado called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.
REGISTERED GUESTS: Ellie Behrmann, Mark and Pamela Merlino, Troy and Shawna Reichert, Chelsea and Kirstin Henneman, Kellie Augustyn.
AGENDA: CM Harris motioned to amend the agenda to add Personnel to the Executive Session. CM Michaels motioned to approve the agenda as amended. CW Wells seconded. The motion carried.

MINUTES: CW Wells moved to approve April 15, 2025 minutes as presented. CM Fields seconded. The motion carried.
CONSIDERATION OF CLAIMS: Mayor Delgado presented the vouchers for approval. CW Wells moved to approve the Considerations of Claims in the amount of $147,456.81 seconded by CM Harris. The motion carried. PUBLIC COMMENT: Kellie Augustyn wanted to know where we are with the Speed limit signs, Chief Harrison informed Augustyn that he signed that all of Nebraska Street is as an official school zone. Augustyn asked if the street will be signed school zone and the answer is yes.
FIREWORKS STAND: Dale Harris asked if Friends of Guernsey Lodge can open their firework stand this year? CW Wells made a motion to allow Mason’s Firework Stand. CM Michaels seconded. CM Harris abstained. The motion carried.
GOLF COURSE RATES: Pro Shop Manager, M. Howe, discussed approved rates and feedback from the community and presented to the council findings to be voted on at the next council meeting.
POOL CONTRACT: CW Wells moved to approve the pool contract as presented and to pay the first installment. CM Harris Seconded. The motion carried.
COMMUNITY ORGANIZATION REPORTS: None.
DEPARTMENT REPORTS: M. Fronapfel, gave an update on the Haynes subdivision electric upgrade project. Visionary Fiber project is moving along and we’ve had discussion about putting notices on homeowners’ doors, so they are aware of the project and construction taking place. Parks are up and running and the pool pump has been sent to Casper for repair. The pool tile has been picked up and now we need to find an installer. Public Works shop garage doors will be in the week of May 13. Summer help is hired and doing good. Tymco is coming down to do a class on our street sweeper. John with AG Flyers would like to get the airport lease contract signed, they discussed doing a walkthrough in the morning and then signing off on the contract. CW Wells moved to approve the contract for Ag Flyers to lease the airport with the date that the walkthrough is completed. Seconded by CM Michaels. J. Burfeind discussed the Cook property split that was approved by planning and zoning, as it meets all requirements. CM Michaels moved to approve the lot split for Brad and Stacia Cook, addresses 550 W. Burlington and 580 W. Burlington. Seconded by CM Harris. The motion carried. J. Burfeind meets this week with TDSi to discuss the floor plan for the Library Senior Center Grant. Chief Harrison states that with the warmer weather the activity has increased. CM Fields received quotes for the Police Department and would like approval to purchase three duty rifles from insight precision for the amount of $4070.74 if the budget allows. CM Michaels Seconded. The motion carried. Chief Harrison would like permission to pursue the cops hiring grant allowing for another police officer salary of $125,000 to be covered over the next 3 years and the town would cover the salary for the 4th year as the town is required to keep a fourth officer for 4 years. CM Michaels made a motion for the Chief to pursue the cops hiring grant. Seconded by CM Fields. The motion carried. Chief and Officer Breon will be attending training in June, in Grand Island, NE to receive their required training hours for the year.
MAYOR AND COUNCIL REPORT: Mayor Delgado would like to thank the Local Fire Departments for Helping with the Easter Egg Hunt and thank you for all the donations from townspeople and local businesses! CW Wells addressed everyone present regarding the golf course. Over the last 5 years $650,000.00 of town funds has gone towards the golf course, I think the golf course is an asset to the community. I’d like to see members take the initiative to sell advertising and work on different ways to help support the golf course, as tournaments are not enough. If you take into account the amount of citizens that are members of the golf course the rest of the community puts a lot of money into the benefit of just a few of you. I wanted the people to know what we are spending. CM Michaels thanked Short Contractors for doing a great job. Happy for summer help, and there was snow at Grayrocks today. CM Fields welcomed the new Highlander Restaurant that opened last week and their donuts are amazing and the breakfast burritos are good to.
ANNOUNCEMENTS: Fort Laramie Council member Chris Sachanandani wanted to follow up with a payment for a pole sold to the town, which was clarified by M. Fronapfel that it was sold to the cable company. May 20, 2025 Next Council Meeting, May 20, 2025 Liquor License Protest @ 5:30pm.
EXECUTIVE SESSION: CM Michaels motioned to go into executive session Seconded by CM Harris. The Council returned to regular session with no decisions made.
ADJOURNMENT: CM Michaels moved to adjourn. Seconded by CM Harris. The motion carried. The meeting was adjourned at 7:23 p.m.
