Wheatland rancher Pat Cullen took the opportunity to question the governor and his panel of experts about the ins-and-outs of potential state funding structures, and how that realistically relates to landowners. Overall, those openly speaking at the meeting were concerned, depending on how the wildfire restoration and recovery program (WRRP) is structured and funded, that a “patchwork approach” of landowners working to alleviate aggressive invasives like cheatgrass will not be effective.  Bob Budd, executive director of the Wildlife and Natural Resource Trust, which is assisting with the governor’s WRRP, agreed the only way the efforts could work is for large groups of neighboring landowners to participate in the program. Hence, part of why the governor is pushing for a form of grant rather than a loan framework for the state’s model to assist landowners.
