Unapproved Minutes

PRESENT: Mayor Delgado, CM Harris , CW Wells, CM Fields, CM Michaels

STAFF: H. Dawson, Chief Harrison, J. Burfeind, A. Ward, Chief Sterner

CALL TO ORDER: Mayor Delgado called the meeting to order at 6:00 pm. The assembly joined the Pledge of Allegiance and was welcomed to the meeting. 

REGISTERED GUESTS: Linda Buckley, Dana Sanborn

AGENDA: CM Michaels moved to approve the agenda. CW Wells seconded. The motion carried. 

MINUTES: CM Fields moved to approve August 4, 2026 minutes as presented. CW Wells seconded. The motion carried. CM Harris abstained.

CONSIDERATION OF CLAIMS: Mayor Delgado presented the vouchers for approval. CM Michaels moved to approve the Considerations of Claims in the amount of $216,697.15. Seconded by CW Wells. The motion carried. PUBLIC COMMENT: Geraldine Delgado with the VFW Auxiliary wanted to know if Banners for American Heroes would be allowed on the streetlights along highway 26. The consensus from Council is that they are in support of the military tribute banner program.

GOLDEN SHOVEL: The winning yard goes to Howard and Lois Whelan!

BANNER AMBULANCE: Dana Sanborn came to clear up previous discussions in the community regarding the ambulance service, stating that we will not have a 24/7 ambulance stationed here. Dana wanted to inform the community that they are here for them and that they will continue to provide EMT services locally and to prepare and educate the community.

LINDA BUCKLEY: L. Buckley wanted to share her wants and needs for opening a business in this community. 

CATERING PERMIT DUCK DAZE: CW Wells moved to approve the 24-hour catering permit for Crazy Tony’s. CM Harris seconded. The motion carried. 

RESOLUTION 2027-001: CM Michaels moved to approve resolution 2027-001 removing Paula Bolton from the Municipal Court Bank accounts and adding Council Member Jeremiah Fields. CM Harris seconded. The motion carried.

COMMUNITY ORGANIZATION REPORTS: None.

DEPARTMENT REPORTS: J. Burfeind spoke on the Library/Senior Center, pool renovation, and golf course. Burfeind asked council if they would consider days and times the town people can run their dogs off leash. M. Fronapfel gave an update on the regulators and fuses and breakers to be replaced. CW Wells motioned to approve the $9,200.00 OCR Breaker for the substation. Seconded by CM Michaels. The motion carried. A. Ward gave a golf course report on trees, and the irrigation system.

MAYOR AND COUNCIL REPORT: CM Harris asked about EMT’s, golf course sales, and personnel litigation. Mayor Delgado responded to CM Harris, saying, we cannot discuss personnel in open meeting.  CM Michaels mentioned Duck Daze and hopefully we will still have some water for the event. CM Fields thanked the VFW for putting on the candidate forum and law enforcement for their hard work and first responders and Banner for their hard work. 

ANNOUNCEMENTS: Mayor Delgado announced a Special Meeting on Tuesday, August 25th at 4:00 P.M. CM Fields announced softball practice at 7pm.

ADJOURNMENT: CW Wells moved to adjourn. Seconded by CM Michaels. The motion carried. The meeting was adjourned at 6:56 pm.
