Regular Meeting

Platte County, Wyoming

 

PRESENT: Mayor Delgado, CM Harris, CW Wells, CM Fields, CM Michaels.

STAFF: H. Dawson, Chief Harrison, J. Burfeind

CALL TO ORDER: Mayor Delgado called the meeting to order at 6:00 pm. The assembly joined the Pledge of Allegiance and was welcomed to the meeting. 

REGISTERED GUESTS: None.

AGENDA: CM Michaels moved to approve the agenda. CM Harris seconded. The motion carried. 

MINUTES: CW Wells moved to approve November 04, 2025 minutes as presented. CM Harris seconded. The motion carried.

CONSIDERATION OF CLAIMS: Mayor Delgado presented the vouchers for approval. CM Micheals moved to approve the Considerations of Claims in the amount of $134,348.10, seconded by CM Fields. The motion carried. Vouchers follow in their entirety Capital Business Systems $358.87; Caselle, $772.00; Charlie’s Repair $106.00; Collar Creations, $49.54; Dream Design Develop, $275.00; Energy Laboratories, $849.00; Fisher Roofing and Restoration, $9,661.00; Graves, Vicki and James, $75.00; Guernsey Gazette, $563.20; Lexipol, $411.36; MES, $830.90; Northwest Pipe Fitting, $39.38; One Stop Safety, $305.50; One Call of Wyoming, $22.05; Rec Corp, $857.57;Rocky Mountain Shirtworks, $638.00; TDS, $4,401.56; Thrifty Market, $24.27; Verizon Wireless, $586.77; Wheatland Ace, $411.92; Wheatland Automotive, $125.97; Wheatland REA, $62.12; WMPA, $80,910.04; WYRULEC, $347.04; Total Invoices, $102,794.84; Payroll, $22,551.04; Taxes/Benefits, $9,002.22. PUBLIC COMMENT: Melissa Howe was wondering about the public comment form. Mayor Delgado said it will be discussed at Policy and Procedure Workshop. CW Wells made a motion on the public comment form to eliminate the portion that says prior to council meeting, eliminate that and say prior to speaking and give to the clerk so she can record in the minutes who’s speaking. Eliminate comments can be made only to the items on the agenda. CW Wells asked does anybody want to second? CW Wells said if we have to pay an attorney to do that, that’s pathetic, in her opinion. Motion dies for lack of second. 

RESOLUTION 2026-003 WMPA: CW Wells moved to approve CM Michaels resuming his role as the Town of Guernsey’s WMPA representative. CM Fields seconded. The motion carried. CM Michaels abstained.

ORDINANCE 2026-002 Electric 3rd READING: CM Michaels moved to approve Ordinance 2026-002. CM Harris seconded. The motion carried. 

ORDINANCE 2026-004 SEWER 3rd READING: CW Wells moved to approve Ordinance 2026-004. CM Fields seconded. The motion carried. 

COMMUNITY ORGANIZATION REPORTS: None.

DEPARTMENT REPORTS: Chief Harrison has preliminary interviews scheduled for this week. CW Wells asked how the dog was coming along? Chief says they are scheduling a certification date.

MAYOR AND COUNCIL REPORT: CM Michaels gave a department report on the multi-state power outage. CM Harris wants golf course reports. CW Wells was handed an Invoice from CM Harris that came from Charlie Walker before the meeting. Charlie’s Repair performed work on Wednesday, November 12, 2025 and the Invoice is not on this warrant register, and it needs paid. CW Wells requested the most recent financial statements. H. Dawson mentioned they were provided to Council in the previous meeting. CM Michaels and CM Fields took theirs, however CM Harris and CW Wells did not take their copies. CW Wells is requesting court reports from Judge Patrick. CW Wells asked about Lodging taxes on long term stay campers. CW Wells asked if the Fire Department has been testing Fire Hydrants? Mayor Delgado will address this with the Chief to make sure the hydrants are working. CM Harris deferred to CW Wells to ask H. Dawson if Shawna Reichert was overcharged for her Public Records Request? H. Dawson stated she was not overcharged and that she was aware of the charge before she paid. H. Dawson followed town procedure and charged according to the Public Records Request Resolution.

ANNOUNCEMENTS: December 2, 2025 Next Council Meeting, Winters Eve Festival December 3rd, 5:30-7PM, Hub City Toy Drive December 6th, 9AM-2PM, Lions’ Club Christmas Baskets Sign Up.

ADJOURNMENT: CM Michaels moved to adjourn. Seconded by CW Wells. The motion carried. The meeting was adjourned at 6:55 pm.
