PRESENT: Pro-Tem Harris, CW Wells, CM Fields, CM Michaels, Mayor Delgado Excused.

STAFF: H. Dawson, Chief Harrison, J. Burfeind

CALL TO ORDER: Pro-Tem Harris called the meeting to order at 6:00 pm. The assembly joined the Pledge of Allegiance and was welcomed to the meeting. 

REGISTERED GUESTS: Bob & Pam Case, Ada Pulos, Melissa Howe, Kellie Augustyn, Randy Hood, Smitty, Nash, Mark Flohr, Bev Spungin, Joan Ibarra, Christa Rosera, Chelsea Hanneman, Kirstin Hanneman.

AGENDA: CM Michaels moved to approve the agenda. CM Fields seconded. The motion carried. 

MINUTES: CW Wells moved to approve October 7, 2025 minutes as presented. CM Fields seconded. The motion carried.

CONSIDERATION OF CLAIMS: Pro-Tem Harris presented the vouchers for approval. CM Micheals moved to approve the Considerations of Claims in the amount of $180,282.90 seconded by CM Fields. The motion carried. PUBLIC COMMENT: Tammy Hohnholt addresses the code enforcement officer regarding the fairness of citations. Hohnholt also wanted to make sure her first amendment rights were not in jeopardy with the discussion of public comment being limited. Randy Hood and Kelley Augustyn gave their fall report on the river clean up; they are going to take down the river float sign for the winter months. 

HUB CITY: CW Wells moved to approve Hub City lease extension until the first meeting in January as is. Then at that time we will have a new lease contract with new signatures to discuss. CM Michaels seconded. The motion carried. CM Harris abstained but participated in discussion.

EMT CLASS: Dana Sanborn will be putting on an EMT Class open to the public. The class starts on January 5th for all residents wanting to participate.

ORDINANCE 2026-002 Electric 1st READING: CW Wells moved to approve Ordinance 2026-002. CM Michaels seconded. The motion carried. 

ORDINANCE 2026-003 LANDFILL 2nd READING: CW Wells moved to approve Ordinance 2026-003. CM Michaels seconded with the change that the Ordinance number be changed to 2026-003. The motion carried. CM Michaels discussed the dollar amounts he wants added to the Ordinance for the 3rd reading. 

ORDINANCE 2026-004 SEWER 1st READING: CM Michaels moved to approve Ordinance 2026-004. CW Wells seconded. The motion carried. 

COMMUNITY ORGANIZATION REPORTS: Joan Ibarra gave a Loding Tax Board report and some background on herself growing up, leaving and then returning to the community.

DEPARTMENT REPORTS: J. Burfeind gave an update on the Visitor Center and the Airport roofs. CW Wells made a motion to replace the roof at the Visitor Center and to table the Airport Roof until the following Council Meeting. CM Michaels seconded. The motion carried. CW Wells made a motion to reimburse J. Burfeind $1,419.60 for mileage. CM Michaels seconded. The motion carried. H. Dawson discussed the website meeting that took place on the 15th of October allowing the website to be friendlier for mobile users and if there are specific requests that come up we can take them into account.

MAYOR AND COUNCIL REPORT: CW Wells announced the carnival at the school Saturday the 25th and other Halloween activities. CM Michaels gave kudos to the public works department for their quick work when the power goes out. CW Wells allowed M. Howe to speak on electronics going out during the power outages and the damage to personal property the outages may cause. CM Michaels spoke on behalf of the Public Works Department and that a possible solution is to put each street on its own line so the operating grid per section becomes much smaller and easier to locate when an outage is occurring. CM Fields reassured the community that he will fight for our first amendment rights. The 3-minute time limit is agreeable during public comment. JH Basketball starts so come to the games and support the kids.

ANNOUNCEMENTS: Halloween Forest of Frights Oct. 31 & Nov. 1st. Treat Street, October 31, 2025. November 4 Taste of Guernsey. Next Council Meeting is November 04, 2025. Hub City Toy Run Dec. 6, 2025.

ADJOURNMENT: CM Michaels moved to adjourn. Seconded by CW Wells. The motion carried. The meeting was adjourned at 6:55 pm.
