Mayor Paustian called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.
Agenda: CM Whitworth moved to approve the agenda as written, seconded by CM Harris. Vote taken and motion carried with 5 ayes.
Minutes: CM Harris moved to approve the regular minutes for September 17, 2019, seconded by CM Kelley. Vote taken and motion carried with 5 ayes.
Consideration of Claims: Mayor Paustian presented the vouchers for approval. CM Whitworth moved to approve the Considerations of Claims in the amount of $177,762.53, seconded by CM Augustyn. Vote taken and motion carried with 5 ayes. Ordinance 2019-005 – Electric Rates: CM Kelley moved to approved Ordinance 2019-005 – Electric Rates on third and final reading, seconded by CM Harris. Vote taken and motion carried with 5 ayes. Ordinance follows in its entirety: AN ORDINANCE AMENDING ORDINANCE 2017-01; ESTABLISHING RATES FOR ELECTRICAL SERVICE FOR THE TOWN OF GUERNSEY.
BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF GUERNSEY, WYOMING;
There is hereby established the following monthly rates for electricity provided to consumers by the Town of Guernsey.

SECTION 1: Residential customers requiring single-phase service at standard voltage:

Ordinance 2019-006 – Liquor Laws: CM Whitworth moved to approved Ordinance 2019-006 – Liquor Laws on third and final reading, seconded by CM Augustyn. Vote taken and motion carried with 5 ayes. Ordinance follows in its entirety: AN ORDIANANCE FOR THE PURPOSE OF AMENDING TITLE 2 CHAPTER 2-1-20 ALCOHOLIC BEVERAGES OF THE TOWN OF GUERNSEY, WYOMING
BE IT ORDAINED BY THE TOWN OF GUERNSEY, WYOMING
2-1-20: ALCOHOL SERVER CERTIFICATION – REQUIRED
All licensees and all managers and supervisory personnel employed at any licensed building and/or premises shall participate in and complete a Wyoming Liquor Division approved alcohol server training program as established in W.S. 12-2-401 and 12-2-402 as amended. Such training shall be provided within three (3) months of obtaining any new or transfer liquor license, or any renewal annual liquor license; or within three (3) months of accepting employment as a manager or supervisor. Unless otherwise trained through the certified state training program above, nonsupervisory employees shall receive alcohol server training from those persons so trained at the time of employment and at least annually during the term of employment.

Ordinance 2019-007 – Fire Lanes: CM Whitworth moved to approve Ordinance 2019-007 – Fire Lanes on second ready, seconded by CM Augustyn. Vote taken and motion carried with 5 ayes. Ordinance follows in title only: AN ORDINANCE ESTABLISHING FIRE LAN WITHIN THE TOWN OF GUERNSEY.
Railroad Resolution: CM Augustyn moved to table the resolution, seconded by CM Kelley. Charles Randolph, a resident in Platte County and a retired BNSF train dispatcher spoke to the council about the resolution. Trains haul many different minerals through the community, and they are trying to run trains with 1 or no employees on them. If a train must stop the employee calls the dispatcher to let them know what is going on and if there is a problem, they can inform the dispatcher at that time. Each town he has presented the resolution to has passed this resolution without any dissenting votes. It’s imperative that we keep 2 people on every train car. Vote taken and motion carried with 4 ayes and 1 nay by CM Kelley.
Public Comment: Shawna Reichardt reported the Chamber served over 4,000 brats and the ninja warrior course was a success for Oktoberfest. She and her committee will be meeting with Goshen County’s umbrella organization and then will meet with Converse County group shortly after the first meeting.
Department Reports: Kate Farmer spoke to the council about the ordinances that she would like to see updated. There was no question. Mike Montgomery reported that things are running smoothly. He will be letting some seasonal help go soon. Matt Allred said that not receiving the AML grants was disappointing, but the projects are much tighter. We are laying track at the industrial park, a few hiccups but things are progressing at a good pace.

Adjournment: With no further business to come before the Council, Mayor Paustian called for a motion to adjourn. CM Kelley moved to adjourn the meeting at 6:44 pm, seconded by CM Harris. Vote taken, and motion carried with 4 ayes.
