SEEKS PUBLIC INPUT ON PROPOSED PLAN
FOR HARTVILLE UPLIFT ARTILLERY RANGE MRS (WYHQ-041-R-01)
The former Hartville Uplift Artillery Range Munitions Response Site (MRS) was used by the Army National Guard (ARNG) for military munitions training. The Proposed Plan (PP) provides information on how ARNG proposes to address potential military munitions that remain at the MRS. The PP summarizes multiple alternatives, the evaluation process, and selection of the preferred alternative to address military munitions. The PP identifies Alternative 4 Munitions and Explosives of Concern (MEC) Surface and Subsurface Removal (Advanced Classification) as the preferred remedial action to address military munitions at the former Hartville Uplift Artillery Range MRS. The MEC surface and subsurface removal alternative presented in the PP provides the greatest reduction in risk and achieves the most effective and permanent results through the removal of military munitions, elimination of potential exposures, and achieving unlimited use/unrestricted exposure status. The ARNG is required to issue a PP and seek public comment and participation on the preferred alternative.
The PP summarizes information that can be found in greater detail in the Final Remedial Investigation Report, Feasibility Study, and other relevant documents contained in the Administrative Record File. The ARNG and Wyoming Department of Environmental Quality encourage the public to review these documents to gain a more comprehensive understanding of the MRS and investigation activities that have been conducted at the MRS. The public is invited to review and comment on the Hartville Uplift Artillery Range MRS PP. The ARNG will consider all written comments received during the public comment period (26 August – 26 September 2019) and will accept comments by e-mail or postal mail. All comments must include the name, address, and telephone number of the person commenting. Public input to the PP will be documented in a Responsiveness Summary Report that will be included in a Record of Decision that documents the selected remedial action.
