CALL TO ORDER:  Mayor Augustyn called the meeting to order at 6:00 pm.

AGENDA: CM Kelley moved to approve the agenda. CM Delgado seconded. The motion carried.
MINUTES: CM Delgado moved to approve the minutes for July 19, 2022. CM Kelley seconded. The motion carried.
CONSIDERATION OF CLAIMS:  Mayor Augustyn presented the vouchers for approval. CM Delgado moved to approve the Considerations of Claims in the amount of $102,832.66, seconded by CM Kellley. The motion carried. COMMUNITY/ORGANIZATION REPORTS:  S. Reichert provided copies of the annual report for the Lodging Tax and Tourism Board and outlined the report for the council. She also reported on Chamber of Commerce activity.  P. Russell reported an increase in numbers at the weekly pantry and discussed options they are considering to meet the demand. She emphasized the support of First Lady Gordon’s Wyoming Hunger Initiative and encouraged donations to the effort.  C. Bartel reminded the council of the Open House at Camp Guernsey on August 6th.
DEPARTMENT REPORTS:  Chief Smith reported he expects the soup kitchen to be up and running at the VFW by October. A discussion followed of golf cart operation against town ordinance. A notice will be posted outlining regulations. J. Michaels reported on WMPA’s summer meeting with Basin. He encouraged Guernsey to schedule a time to borrow WMPA’s pole tester. C. Porter provided a report of recent activity he has undertaken. A 2021-2022 list of building permits was forwarded to the county assessor’s office and will be updated quarterly.
L. Ballard reported there are two big tournaments left for the golf course this season. He is working to get bids to purchase mower equipment next spring. P. Hebbert conveyed a Visitor Center report from Diana Griffith. Visitor count is lower but sales are good. They are seeing visitors from Europe again.  Judge W. Conner’s Municipal Court report for July 2022 was provided for the council.
SPECIAL LIQUOR PERMIT REQUESTS:  CM Delgado motioned to approve the Open Container Permit for Crazy Tony’s Car Show on August 6-7, 2022. CM Kelley seconded. The motion carried.  CM Delgado motioned to approve the Catering Permit submitted by Ben’s Bar for Duck Daze on August 27, 2022. CM Kelley seconded. The motion carried. It was discussed that the permit application will be revised to include the time of day for the event duration.  
BID APPROVALS: The council reviewed bids received to provide and install a backup generator at Town Hall for use by the Town and the Food Pantry. CM Delgado motioned that the contract be awarded to Pittman Electric in the amount of $29,085.54. CM Kelley seconded. The motion carried.  The council reviewed bids received to remove and replace selected sidewalk in front of the library and visitor’s center. CM Kelley motioned to accept the bid from Nathan Cook in the amount of $3500 for both locations. CM Delgado seconded. The motion carried.  The council considered a proposal from Eaton Sales & Service to provide and install a fuel controller system for use with the town’s fuel tanks at the airport. It was discussed that the cost exceeds the amount budgeted and an amendment will be needed. CM Delgado motioned to approve the Eaton proposal in the amount of $14,510.00. CM Kelley seconded. The motion carried. It was noted that there will be an additional cost to the project for electrical installation.  
BANNER HEALTH AMBULANCE CONTRACT:  The contract from Banner Health for ambulance services has been received and reviewed by Town Attorney Frank Jones. CM Delgado motioned to approve the contract. CM Kelley seconded. The motion carried.
JOHN BUNNING TRANSFER LEASE RENEWAL:  CM Delgado motioned to table the discussion of the lease renewal pending further communication with John Bunning Transfer. CM Kelley seconded. The motion carried.
DISCUSSION OF RAIL SPUR EXTENSION:  Attendees participated in discussing various aspects of the rail spur extension project. C. Frederick spoke on behalf of Guernsey Economic Development. CM Delgado motioned to table the topic and continue when more council members can participate. CM Kelley seconded. The motion carried.
MAYOR AND COUNCIL REPORT: CM Delgado motioned that the Town move forward and obtain bids to install new flooring in the library and replace the carpet with flooring in the Senior Center. CM Kelley seconded. The motion carried.  Mayor Augustyn provided an update on the cemetery entrance discussion. He also reported he has received one bid to erect the dog park fence and expects to receive two more.
PUBLIC COMMENT: P. Wells made inquiries to include fire hydrant testing and replacement and the process for approval of the real estate transaction last year with Redco, Investments, Inc. S. Reichert suggested a policy for a Request for Information process.  
ADJOURNMENT: With no further business, CM Kelley motioned that the meeting be adjourned, seconded by CM Delgado. The motion carried. The meeting adjourned at 8:06 pm.
