Present: Mayor Paustian, CM Augustyn, CM Delgado, CM Harris, CM Kelley.
Staff: Chief Smith, Chief Thomas, C. Porter, P. Hebbert.
Registered Guests: R. Martinez, P. Wells, S. Reichert, P. Russell.
Call to Order: Mayor Paustian called the meeting to order at 6:00 pm. Attendees joined in the Pledge of Allegiance. Mayor Paustian welcomed and thanked the assembly for attending.  

Agenda: CM Harris moved to approve the agenda. CM Kelley seconded. The motion carried.
Minutes: CM Augustyn moved to approve the minutes for June 21, 2022. CM Kelley seconded. The motion carried.
Consideration of Claims:  Mayor Paustian presented the vouchers for approval. CM Augustyn moved to approve the Considerations of Claims in the amount of $219,433.29, seconded by CM Delgado. The motion carried. Community/Organization Reports:  S. Reichert provided an overview of upcoming events for the Platte County Chamber of Commerce. The Lodging and Tax Board’s social media plan is getting good reviews. She is pleased with how many new faces were in the county for the July 4th weekend.
Department Reports:  Chief Smith informed the council that Officer Mangan will graduate from the academy the end of July. There were no reportable events from the holiday weekend.  Chief Thomas reported there were no fires in Guernsey over the 4th. The department should maintain a 4 rating after its recent ISO audit.  Mayor Paustian introduced Chuck Porter as the new Town Planner/Building Inspector. C. Porter reported he is working to get up to speed on the current projects of the department.
Platte County Commissioners Report/Steve Shockley:  Commission Chair Shockley provided an update on the County’s section of Lucindy Rollins Road. A road grader will be there next week. The hydrant at the fire hall will be available to supply water. Shockley also reported the status of the Specific Purpose Tax. The entirety of funds are expected to be collected much earlier than projected. The County is combining ARPA funds with Specific Purpose dollars to update the entire courthouse.
Landfill Remediation Project:  M Delgado motioned to approve the amendment to the agreement with WY DEQ notating the Town’s 25% share of the additional $250,000 cost for the Landfill Remediation Project. CM Augustyn seconded. The motion carried.
2022 Tri-City Parks Pool Contract:  CM Augustyn motioned to approve the contract with Tri-City Parks & Recreation to operate the pool for the 2022 season. CM Delgado seconded. The motion carried.
2022 Tri-City Parks 2022 Summer Series Proposal:  CM Delgado motioned to approve the proposal submitted by Tri-City Parks & Recreation to provide services supporting the 2022 Summer Series in the Park. CM Kelley seconded. The motion carried.
Variance Request – 100 N. Dakota Avenue:  CM Augustyn motioned to approve the Variance Request for the property at 100 N. Dakota Avenue. CM Harris seconded. The motion carried.
Variance Request – 262 E. Whalen:  After a lengthy discussion, CM Augustyn motioned to table the decision on the Variance Request for the property at 262 E. Whalen pending additional information needed. CM Harris seconded. The motion carried.  
Proposals for Golf Car Purchase:  Mayor Paustian presented quotes from three companies for the purchase of three new golf cars for use at Trail Ruts Golf Course. CM Delgado motioned to accept the quote from Masek Golf Cars.  CM Augustyn seconded. The motion carried.
August 16 Council Meeting/Primary Election Considerations:  Due to the primary election to be held August 16th, CM Delgado motioned to reschedule the August 16th council meeting to August 23rd. CM Harris seconded. The motion carried.
Public Comment:  Attendees inquired about the status of a number of Town actions and property concerns to include weeds, parked vehicles, the ambulance contract, the cemetery entrance and campground needs.
Mayor and Council Report: CM Augustyn reported that enough fence has been donated for the dog park. Hardware is needed. Economic Development has donated up to $2,000. CM Delgado and Harris suggested contracting services to put up the fence and for the concrete pads.  Mayor Paustian reported the July 4th parade was a success. It was suggested that signage be included next year to provide information about vehicles and riders. He is pleased with the new exterior of the visitor center.  R. Martinez reported 105 visitors at the center over the July 4th weekend.
Adjournment: With no further business, CM Augustyn motioned that the meeting be adjourned, seconded by CM Harris. The motion carried. The meeting adjourned at 7:09 pm.
