Call to Order: Mayor Paustian called the meeting to order at 6:00 pm. He welcomed and thanked the assembly for attending. All joined in the Pledge of Allegiance
Agenda: CM Kelley moved to approve the agenda as written. CM Augustyn seconded. The motion carried 5-0.
Minutes: CM Harris moved to approve the minutes for April 5, 2022, as written. CM Kelley seconded. The motion carried 5-0.
Consideration of Claims: Mayor Paustian presented the vouchers for approval. CM Delgado requested an explanation of the increase cost for PD fuel. Chief Smith will address this issue when he provides his department report. CM Augustyn moved to approve the Considerations of Claims for $193,315.19 seconded by CM Kelley. The motion carried 5-0. Community/Organization Reports: C. Bartel spoke for Camp Guernsey Back Brief. The Bucket Drop will be May 7th. Grazing leases will come out in the paper for the north and south. She requested a point of contact for the Town for the land swap and the river walk project. S. Reichert invited the Mayor and Council to the Chamber’s Annual meeting on April 23rd. The Chamber has signed 13 new members. It is still undecided if the Spring Show will take place. May 9th will be a meeting with Young Strategy. She announced that the Guernsey Visitor’s Center has been approved for a $15,000.00 grant.
Department Reports: J. Michaels informed the Council of the WMPA budget meeting to be held April 21st at 9:00 am. M. Fronapfel reported the library door repair should be completed early next week with the awaited arrival of a part. Staff will be working with Mountain States next week to get the meter reading system running properly. J. Thomas reported the fire school preparation continues to go well. He requested tires for the tanker if the budget allows. Police Chief Smith reported that Officer Mangan begins training at the Academy on May 5. He informed the Council that high fuel prices is the cause for the monthly increase in cost to the department and that officers residing outside Guernsey are no longer driving patrol cars to their homes. Council permission was granted for Officer Mangan to take the patrol car home one day per week during Academy. Mayor Paustian read the Municipal Court report for March.
Wyoming Child and Family: D. Noggle provided service and enrollment information to the Council and thanked them for their continued support to Wyoming Child & Family Development.
2022 Pool Operation Request for Proposals: The only 2022 contract proposal received was from Tri City Parks and Recreation. CM Harris moved to award the 2022 Pool Operation contract to Tri-City Parks and Recreation. CM Augustyn seconded. The motion carried 5-0.
Action of Ordinance 2020-005 and 2021-001: CM Delgado motioned and CM Harris seconded to issue adjustments on sewer and electrical accounts as approved by Attorney Jones. The motion carried 5-0.
Public Comment: M. Howe expressed disappointment in this year’s Easter Egg Hunt and offered to assist with fundraising and coordination of future events. Discussion of the downfalls of the event and approaches for next year followed. R Martinez shared her concerns about the Food Bank starting before the scheduled time and the conflict that occurs with the Egg Hunt. A. Pulos inquired about the completion of the cemetery entrance project with M. Allred’s departure. Mayor Paustian shared plans to move forward. Pulos also expressed concerns for the weed problem. Police Chief Smith has drafted a letter to be mailed to offending patrons.
Mayor and Council Report: Mayor Paustian confirmed Matt Allred’s employment departure. The Town will be posting the position vacancy. He thanked Pat Russell and the Food Pantry volunteers and expressed his pride in their efforts. CM Augustyn thanked Edie Harris and the Youth Challenge students for helping at the Food Pantry and the Golf Course. CM Delgado stated that the second in command in the Mayor’s absence is the Clerk/Treasurer.
Announcements: Spring Clean-Up – April 22–29; Planning & Zoning meeting–April 28th @ 4:00; VFW Breakfast April 24th from 7:00-11:00 am.
Adjournment: With no further business to come before the Council, Mayor Paustian called for a motion to adjourn. CM Harris moved to adjourn the meeting at 6:58 pm, seconded by CM Kelley. A vote was taken, and the motion carried 5-0.
