Regular Meeting
PRESENT: Mayor Delgado, CM Harris, CW Wells, CM Fields, CM Michaels STAFF: H. Dawson, J. Burfeind, Chief Harrison CALL TO ORDER: Mayor Delgado called the meeting to order at 6:00 pm. The assembly joined the Pledge of Allegiance and was welcomed to the meeting. REGISTERED GUESTS: Ron Green, Ellie Behrmann, Bob Case AGENDA: CM Michaels moved to approve the agenda. CM Wells seconded. The motion carried. MINUTES: CM Harris moved to approve May 5, 2026 minutes as presented. CM Fields seconded. The motion carried. CONSIDERATION OF CLAIMS: Mayor Delgado presented the vouchers for approval. CM Fields moved to approve the Considerations of Claims in the amount of $116,185.40, seconded by CM Michaels. The motion carried. Total Invoices, $75,723.51; Payroll, $30,630.13; Taxes/Benefits, $9,831.76. PUBLIC COMMENT: Kevin Lockman wanted to know if unfinished projects around town will ever be finished. Melissa Howe asked if there is a rule for minors being on the course. Shawna Reichert addressed the Golf Advisory Board as being an illegal board. 4-H: Sarah Watson, representing the Guernsey Go Getters 4-H club announced the upcoming annual food drive June 6th- June 13th.
GOLDEN SHOVEL: CW Wells moved to approve a $30.00 discount on utilities for Golden shovel winners. Seconded by CM Fields. The motion carried. The first winners are the Stevens. BUDGET ORDINANCE 2027-001: CM Michaels approved the Budget 1st Reading. Seconded by CW Wells. The motion carried. H. Dawson requested the council approve making the last payment on the police vehicles from the Police budget, since there are unspent funds. CM Michaels approved making the final Vehicle payment. Seconded by CM Harris. The motion carried. CW Wells wants a budget worksheet. WMPA: CM Michaels spoke on Basin rate increases along with the budget and rate meeting scheduled for Wednesday and Thursday GOLF CARTS: CW Wells motioned to purchase 6 refurbished Golf Carts. Seconded by CM Michaels. After council discussion CW Wells amended her motion to purchase 2 refurbished golf carts. CM Michaels amended his second to purchase, 2 refurbished golf carts. Motion carried. JAIL CONTRACT: CW Wells motioned to approve the mayor signing the jail contract. Seconded by CM Michaels. The motion carried. CM Harris nayed. FIREWORKS: Discussion on city limits and detonation dates will take place when the holiday gets closer. BICYCLE ORDINANCE 2026-006 1st READING: CM Michaels approved the 1st Reading. Seconded by CM Fields. The motion carried. COMMUNITY ORGANIZATION REPORTS: Joan Ibarra spoke on the Visitor Center Grant. Diana Griffith clarified that the transition in personnel caused the grant to be later than usual, now falling on the new FY before we receive payment. DEPARTMENT REPORTS: J. Burfeind will prepare the bid documents for the Library/Senior Center Grant. D. Griffith will be opening the Visitor Center on May 23rd. Visitor Center roof repairs seem to be holding up. Flowers and benches will be added to the grounds this week. Shirts, hats and stickers will be ordered from Rocky Mountain shirts out of Laramie. CM Michaels motioned to pay upfront a sign on bonus of $1000 to the new officer and then follow the bonus schedule for a total bonus of $5000.00. Seconded by CM Fields. The motion carried. MAYOR AND COUNCIL REPORT: CM Harris asked about the Hashtag at the cemetery, noting that it is not working. CW Wells wants copies of the policy and procedure manual and the purchasing policy. CM Fields thanked the PD and requests Public Works gets the street sweeper fixed. Mayor Delgado gave his condolences to the Erschabek and Holloway families. ANNOUNCEMENTS: Mayor announced town hall closing Friday at noon for the holiday along with Monday’s Holiday closure. Next Council meeting is scheduled for June 2, 2026. ADJOURNMENT: CW Wells moved to adjourn. Seconded by CM Harris. The motion carried. The meeting was adjourned at 6:33 pm.
