Regular Meeting Unapproved Minutes
PRESENT: Mayor Delgado, CM Harris, CW Wells, CM Fields, CM Michaels
STAFF: H. Dawson, M. Fronapfel, Chief Harrison, Chief Sterner
CALL TO ORDER: Mayor Delgado called the meeting to order at 6:00 pm. The assembly joined the Pledge of Allegiance and was welcomed to the meeting.
REGISTERED GUESTS: Doug Swingholm, Troy and Shawna Reichert, Kevin Lockman, Ron Green, Elle Behrmann, Bob and Pam Case, Bev Spungin, Melissa Howe. AGENDA: CM Michaels moved to approve the agenda. CM Harris seconded. The motion carried. MINUTES: CW Wells moved to approve April 21, 2026 minutes as presented. CM Fields seconded. The motion carried. CONSIDERATION OF CLAIMS: Mayor Delgado presented the vouchers for approval. CW Wells moved to approve the Considerations of Claims in the amount of $103,693.72, seconded by CM Harris. The motion carried. PUBLIC COMMENT: Melissa Howe mentioned zoom doesn’t appear to be working. CATERING PERMIT CRAZY TONY’S: CW Wells moved to approve catering permit for May 9, 2026. Seconded by CM Harris. The motion carried. OPEN CONTAINER PERMIT CRAZY TONY’S: CM Harris moved to approve the open container permit for July 3, 2026. Seconded by CW Wells. The motion carried. PUBLIC WORKS VEHICLE- CW Wells approved the purchase of a 2022 Toyota Tacoma for $34,999.00 along with an extended warranty. Seconded by CM Michaels. The motion carried.
COMMUNITY ORGANIZATION REPORTS: CM Michaels announced WMPA meets the third Thursday every month and will be in Guernsey on May 21st. DEPARTMENT REPORTS: Chief Sterner had 2 VFF’s attend Cody’s Fire School and 7 volunteers graduated EMT class. The Fire ban was discussed along with fireworks. Budget and fundraising for equipment and upgrades scheduled along with future training classes, specifically water rescue. M. Fronapfel addressed the street sweeper and public works current projects. Chief Harrison would like a new vehicle. K9 and handler are scheduled to be certified May 23, 2026. The Golf Cart ordinance was discussed again in relation to the State statute and local ordinance. Chief Harrison continues to address the repeater issues for Guernsey and the surrounding area for all EMS personnel. Chief has 2 candidates for the FT open position. CW Wells asked how many cars PD has (4) how many officers do we have (2) and how many tickets have been written since January. Chief has been patrolling Lucindy Rollins Road more often.
MAYOR AND COUNCIL REPORT: CM Fields wants parents to talk to their kids about scooter safety. CW Wells agrees with CM Fields comments about scooter safety. CW Wells also wants zoom meeting videos up on our website. Mayor mentioned the microphones are working again in the council room. Mayor addresses the e-scooters and wants CM Fields to send his proposed ordinance to H. Dawson to send out to Attorney Jones.
ANNOUNCEMENTS: Next Council meeting is scheduled for May 19, 2026. ADJOURNMENT: CW Wells moved to adjourn. Seconded by CM Harris. The motion carried. The meeting was adjourned at 6:33 pm.
