Regular Meeting

CALL TO ORDER: Mayor Delgado called the meeting to order at 6:00 pm. The assembly joined the Pledge of Allegiance and was welcomed to the meeting. AGENDA: CM Michaels moved to approve the agenda. CM Fields seconded. The motion carried. 

MINUTES: CM Harris moved to approve April 07, 2026 minutes as presented. CM Michaels seconded. The motion carried. CW Wells and Mayor Delgado Abstained. CONSIDERATION OF CLAIMS: Mayor Delgado presented the vouchers for approval. CW Wells moved to approve the Considerations of Claims in the amount of $187,508.23, seconded by CM Harris. CW Wells introduced the addition of 3 new Invoices for Charlie’s Repair in the amount of $529.99. The motion carried. Vouchers follow in their entirety. PUBLIC COMMENT: Geraldine Delgado and Bev Spungin want to bring back the Golden Shovel and would like town council to consider a utility discount for the winners. CM Michaels motioned to approve bringing back the golden shovel, starting May 19, 2026. Seconded by CW Wells. The motion carried. Brad Cook wants a known dilapidated house condemned and addressed this directly to the Mayor. Neither Chief Harrison nor Chief Sterner were available to discuss condemning houses. J. Burfeind made note and mentioned WY Statute 35-9-111, to discuss when Sterner returns from training. Kellie Augustyn wanted to know what the chief finds vague about the golf cart ordinance. Augustyn put more sand on the beaches and voiced his opinion on resolution 2026-009. Ada Pulos wants dilapidated properties cleaned up. There is years of clutter around some homes, it didn’t happen overnight. Stacia Cook asked about last summer’s meter readings. July 11 will be the Maddie float and asked the Town for a round of golf as a giveaway item. The theme will be red, white and blue to go with the 250th. Cassie Wells with Guernsey State Park handed out their final schedule highlighting events and movies such as National Treasure and Pirates of the Caribbean. The Archery area is almost complete and will be ADA compliant. Melissa Wells Howe apologized for disrupting and having frequent outbursts, and she wanted it to be known that at the March 17th council meeting she was acting as a citizen and not part of Guernsey Watch, when she disrupted the council meeting. Shawna Reichert thanked the 2 council members who are against Resolution 2026-009. Jeff Thomas wanted to know if they should order fireworks? Mayor asked Jeff to get with Chief as soon as he’s back to discuss the fire danger, as you know it’s very dry right now. 

TRI-CITY PARKS AND REC: CW Wells moved to approve the TriCity contract to operate the pool. Seconded by CM Michaels. The motion carried. RESOLUTION 2026-009: Dies for lack of motion.

90 DAY CORRECTIONS-CW Wells requested Attorney Jones prepare a resolution to discuss.

CASELLE UPGRADE- CW Wells moved to upgrade Caselle. CM Michaels seconded. The motion carried.

PUBLIC WORKS VEHICLE- CW Wells approved placing a deposit on a vehicle before council approval, to hold the vehicle for purchase. Seconded by CM Fields. The motion carried. GOLF CART PURCHASE: Discussion with L. Ballard regarding the purchase of 6 golf carts. CW Wells motioned to approve the purchase. The motion dies for lack of second. WATER AWARENESS: CM Michaels wants everyone to voluntarily conserve water and to be water aware. INMATE HOUSING: Chief Harrison will do more research on the inmate housing. COMMUNITY ORGANIZATION REPORTS: CM Michaels announced WMPA meets the third Thursday every month and will be in Guernsey on May 21st. DEPARTMENT REPORTS: J. Burfeind answered questions and gave a report on the golf course advisory board and building permit revenue. H. Dawson, thanked CM Michaels for coming out and supporting the Town’s Easter Egg Hunt for the last 3 years. Dawson gave a report on hiring, the Single Audit, and the golf course/proshop. The recent high school golf tournament went off without a hitch and brought in many compliments from kids and coaches. The opening day Golf Course, kick off, brought in members enjoying the food with employees. The first week sales are up nearly $20,000 from last year. L. Ballard announced Benchmark will place new signage and get sponsors at no cost to the town. CW Wells approved the mayor signing the Benchmark contract. CM Harris Seconded. CM Michaels, nayed. M. Fronapfel spoke on PW Vehicles and that they need replaced. The street sweeper is working and we are making our way through town. Two PW employees are in water school this week and we are busy with spring clean-up going until April 24. MAYOR AND COUNCIL REPORT: CM Harris said let’s stop beating a dead horse with the golf carts as we have other stuff to worry about. CW Wells thinks we still need to address the disruptions. CM Michaels had a library question and announced the Golf Course looks amazing. CM Fields echoed the golf course looking amazing. Fields is glad Resolution 2026-009 failed, saying it restricts citizens from reporting in public space. The disruption we just had with Melissa Wells Howe, the mayor handled it correctly. Mayor thanked Geraldine and Bev for bringing back the golden shovel. We are still waiting on WAM budget books to come out for the FY’ 27 budgeting. ANNOUNCEMENTS: Next Council meeting is scheduled for May 07, 2026. VFW Breakfast Sunday April 26. Lions Club will be having a fishing derby on the first Saturday of June at the Slough. EXECUTIVE SESSION: CW Wells motioned to go into executive session for personnel after a short break. CM Harris seconded. The motion carried. CW Wells motioned to return to regular session with no decisions made. Seconded by CM Michaels. The motion carried. REGULAR SESSION: CW Wells motioned to increase returning seasonal employees for the 2026 season with a 0.50 cent wage increase. CM Michaels seconded. The motion carried. ADJOURNMENT: CM Harris moved to adjourn. Seconded by CM Fields. The motion carried. The meeting was adjourned at 8:21 pm.
