NOTICE OF PUBLIC MEETING
The Town of Hartville, Wyoming will conduct a public meeting at 6:00 pm on May 19, 2026 in the Hartville Town Hall. The purpose of the meeting is to allow citizens to review and comment on the following projects.
We are working on two separate projects. The first one is the replacement of our aging wastewater collection system. Built in 1939, the system has aged out and has serious inflow and infiltration. The replacement could improve our local water sources (Pumps 3 and 9), prevent blockage of the collection system, and cut down on operating costs. The Town of Hartville intends to use funds obtained from the Wyoming (Clean Water and/or Drinking Water) State Revolving Loan Fund (SRF) administered by the Wyoming Office of State Lands and Investments. The Town of Hartville will present the preliminary design of the proposed project and discuss the estimated cost ($2.5 million) of the improvements. We are looking at obtaining $4.5 million from SRF. The loan amount and cost is still to be determined.
The second project is the replacement of the transmission line from Pump Houses 7 and 8, installation of a backup generator at the two pump houses, the installation of meter pits and new meters, and the addressing of any service line issues. The transmission line is critical to the Town’s survival as the existing line has aged out. The Town currently has no backup power at the pump houses. Additionally, the Town must have readable meters at every tap to track water usage and leaks. The Town will present the preliminary design of these two proposed projects and discuss the estimated cost ($9.4 million) of the improvements. Based on current estimates, the Town plans to borrow $710,000 from the USDA RD (Clean Water and/or Drinking Water). Increased user fees will repay the loan. The average rate is estimated to be $59.00 per month per user to repay this $710,000 loan, which has terms of 2.5% interest over a 20-year period.
