Regular Meeting

PRESENT: Mayor Pro-Tem Michaels, CM Harris, CM Fields, Excused- Mayor Delgado, and CW Wells.

STAFF: H. Dawson, M. Fronapfel, Chief Harrison CALL TO ORDER: Pro-Tem Michaels called the meeting to order at 6:00 pm. The assembly joined the Pledge of Allegiance and was welcomed to the meeting. REGISTERED GUESTS: Bob Case, Ada Pulos, Ellie Behrmann, Ron Green, Jolyn Hillen, Danielle Noggle, Kaitlyn Vigil, Haiden Martinez, Lori Ibarra. AGENDA: CM Harris moved to approve the agenda. CM Fields seconded. The motion carried. MINUTES: CM Fields moved to approve March 17, 2026 minutes as presented. CM Harris seconded. The motion carried. CONSIDERATION OF CLAIMS: Pro-Tem Michaels presented the vouchers for approval. CM Fields moved to approve the Considerations of Claims in the amount of $190,284.43, seconded by CM Harris. Total Invoices, $158,008.55; Payroll, $24,698.00; Taxes/Benefits, $7,577.88. PUBLIC COMMENT: Ada Pulos asked if we are going to have water restrictions this year? Pro-Tem Michaels said he would discuss it in the Water Awareness portion of the agenda. WYOMING EARLY CHILDHOOD: Danielle Noggle thanked the town for their continued support for the early childhood center. Noggle gave an overview of the current enrollment numbers and a glimpse into next year, and that they will continue to provide services to the children in our community. PCSD #2: Jolyn Hillen, PCSD #2’s athletic director, spoke on the golf team’s scoreboard project completion. Hillen mentioned the school will be resurfacing their track to a more favorable black and project will take place in July. Hillen requested the town help notify citizens of the upcoming project. Haiden Martinez and Kaitlyn Vigil, the PCSD #2 Golf Coaches are excited for this year’s season, and the Golf Course will be hosting an all-day tournament on April 16th for our student athletes. RFP POOL: Tri-City parks and Rec scheduled a meeting for 10 a.m. Thursday to discuss the pool RFP. WATER AWARENESS CM Michaels discussed the cost of water and how it is easy to spend $1.00 on a bottle at the store but we sell 1000 Gallons for $1.00 and the water is in high demand, as we are in a drought. COMMUNITY ORGANIZATION REPORTS: LTC Counts, of camp Guernsey, said there are 700 soldiers on the ground this week. There is a focus on fire mitigation and Chad Brush, Camp Guernsey’s Fire Chief, ensured LTC Counts that the fire breaks that are in place are good. There is a major concern right now regarding high-powered lasers being directed at aircraft, creating a serious hazard to pilots and crews. Michaels informed the community that WMPA will be raising electric rates on July 1. Michaels also talked about the Colorado river being overallocated and there is limited water. DEPARTMENT REPORTS: M. Fronapfel discussed the towns booster station, street sweeper, and the pool pump. Chief Harrison discussed job fairs, sending Breon to field officer training. Chief Harrison mentioned not being able to enforce the town’s golf cart ordinance, but he will enforce the state statute. H. Dawson reminded the community to come participate in the budget sessions. MAYOR AND COUNCIL REPORT: CM Harris asked if we have a golf course manager hired? H. Dawson notified the community that we are still in the hiring process for many seasonal positions. ANNOUNCEMENTS: April 17-24 Spring Clean-up week, April 21, 2026 Next Council Meeting. ADJOURNMENT: CM Fields moved to adjourn. Seconded by CM Harris. The motion carried. The meeting was adjourned at 6:45 pm.
