Regular Meeting

Platte County, Wyoming

 

PRESENT: Mayor Delgado, CM Harris, CW Wells, CM Fields, CM Michaels.

STAFF: H. Dawson, Chief Harrison

CALL TO ORDER: Mayor Delgado called the meeting to order at 6:00 pm. The assembly joined the Pledge of Allegiance and was welcomed to the meeting. 

REGISTERED GUESTS: Bob Case

AGENDA: CM Michaels moved to approve the agenda. CM Fields seconded. The motion carried. 

MINUTES: CW Wells moved to approve November 18, 2025 minutes as presented. CM Harris seconded. The motion carried.

CONSIDERATION OF CLAIMS: Mayor Delgado presented the vouchers for approval. CM Fields moved to approve the Considerations of Claims in the amount of $69,297.00, seconded by CM Michaels. The motion carried. PUBLIC COMMENT: None. 

PUBLIC COMMENT FORM: CM Michaels moved to adopt the mayor’s suggestion to have no Public Comment Form and return to the 3-minute speaking limit. CM Fields seconded. The motion carried. 

COMMUNITY ORGANIZATION REPORTS: None.

DEPARTMENT REPORTS: H. Dawson spoke on behalf of J. Burfeind mentioning that we are waiting on pool bids, and a land swap update.  Mayor Delgado mentioned the Library and Senior Center Grant. 

MAYOR AND COUNCIL REPORT: CW Wells wants wholesale accounts established for Callaway, C.J. Golf, Dunlap Sports and Titleist. They were the accounts requested this past  season along with a SAM’s Card. Mayor Delgado addressed the issue with getting a Sam’s card and it doesn’t promote local spending. CM Michaels agrees saying we need to shop here first, if it doesn’t exist here or in Wheatland then you can go to Sam’s. CM Michaels says wages on the time it takes to drive, money on gas, it is not cheaper going down to Sam’s Club. CW Wells said you can also get items shipped here just like you can Amazon and she’d rather see us buy from Sam’s than Amazon. CW Wells says if you can order stuff from Amazon than you should order from Sam’s in Wyoming. CW Wells wants to know where we are on the water study. H. Dawson says waiting on Public Works and that we may want to send fresh data and not 2022-2023 rates and it needs to be discussed if we want to get up to date data sent in. CM Michaels says that would be needed to get a valid rate study. CW Wells wants to know what is it that the study needs that they can’t get from the office here? H. Dawson explains that the correct person with the answers is Robbe. We do not have Water Department repair and replace parts information in the office. CW Wells asked how about on the Forensic Audit? H. Dawson explained that we have spoken to several CPA’s and we are waiting on an email for Council. The cost could range anywhere from $25,000-$250,000. CW Wells set up a date for the Purchasing Policy Workshop for December 19, 2025 at 2 p.m.

ADJOURNMENT: CM Michaels moved to adjourn. Seconded by CW Wells. The motion carried. The meeting was adjourned at 6:17 p.m.
