GUERNSEY – To leash or not to leash, that seems to be the question on everyone’s mind in Guernsey after the last town council meeting on June 3.
Prior to the meeting, on May 26, Guernsey Police Department posted on its Facebook page: “In the past two weeks Guernsey Wyoming Police Department (GWPD) has handled nine complaint calls. GWPD would like to remind everyone when walking your dogs they must be on a physical leash. Keep your fencing maintained to prevent escape and dogs running at large.”
The topic about leashing dogs and what constitutes a leash came up during the town council meeting as well.
During the meeting, Guernsey Police Department chief Jay Harrison said, “So on the code enforcement side, we’re still having some issues around town with dogs off leash.”
Adding, “It’s been brought up about dogs having an electronic collar, but it still doesn’t count as being leashed because our ordinance says dogs must be ‘on a leash’ and we (the town) have not amended that.”
Harrison said it is for that reason he chose to post about it on the department’s Facebook page and bring it up during the town council.
“I’m just putting it out there for the community and so it will be in the paper that everybody knows you gotta have your dog on a leash or you’re going to be fined,” Harrison explained to council members.
A town council member asked how residents would report a dog off a leash or a dog with an electronic collar to the authorities, and Harrison said to simply call the non-emergency dispatch number.
“Actually, everything even needed to do with that stuff works best if it goes through dispatch – that way there’s a paper trail and you know things are done correctly,” Harrison explained.
Harrison also spoke about the process the department is in about obtaining a K-9 certification for the department.
Harrison briefly explained what was required of town council members and what actions the town would need to take in order for the department to have a certified K-9.
After a brief discussion, council members agreed to allow the chief to obtain the K-9 certification and asked him to provide them with an update.
Guernsey town council also read through the town’s proposed budget ordinance for the 2025-2027 fiscal year on its second reading and made no changes after a brief discussion.
To prepare for the upcoming summer activities, council members approved catering permits for Crazy Tony’s.
There was little to report from the department reports at this last meeting, however, the town did schedule a special meeting for an ethics class for supervisors and council members for June 23rd at 4 p.m.
Another major topic of discussion at the previous meeting was storm damage caused by the last several storms to hit the area and how quickly local workers got the streets clear and debris picked-up. The mayor noted some areas that were harder hit and how there were places with thick mud around town.
The council then went into an executive session to discuss a town legal matter before adjourning the meeting for the night. The next regularly scheduled town meeting is June 17 starting at 6 p.m. at town hall in Guernsey.
