PRESENT: Mayor Delgado, CM Augustyn, CM Harris, CM Michaels, CM Wells.
STAFF:  Lester Ballard, Mike Fronapfel, Chuck Porter, Pam Hebbert, Derek Chavez.
REGISTERING GUESTS:  Bob Case, Terry Stevenson, Rose Martinez, Shawna Reichert, Derek Chavez, Eleanor Behrmann.

CALL TO ORDER: Mayor Delgado called the meeting to order at 6:00 pm.
AGENDA: CM Augustyn moved to approve the agenda. CM Michaels seconded. The motion carried.
MINUTES: CM Wells moved to approve the February 21, 2023, minutes, as presented. CM Harris seconded. The motion carried.
CONSIDERATION OF CLAIMS:  Mayor Delgado presented the vouchers for approval. CM Augustyn moved to approve the Considerations of Claims in the amount of $84,882.74, seconded by CM Michaels. The motion carried. Vouchers follow in their entirety: Amazon Capital Services, $209.18; Black Hills Energy, $1,996.37; Bomgaars, $689.73; Bowen, Jesse, $320.00; Econo Signs, $1,063.56; Frank J. PUBLIC COMMENT:  Rose Martinez commented about the previous meeting inquiry regarding the availability of information from police reports.
COMMUNITY/ORGANIZATION REPORTS:  Shawna Reichert informed the council of upcoming events for the Platte County Chamber of Commerce. She also reported that the Lodging Tax & Tourism Board was awarded a $77,000 New Destination Development Funding grant.
NATIONAL NUTRITION MONTH PROCLAMATION:  Mayor Delgado presented a proclamation naming March 2023 as National Nutrition Month for the Town of Guernsey. Dawndrea Daly provided nutrition and exercise information for the public. She reported the program started in 1973 and is celebrating its 50th year.
RESOLUTION 2023-006 REGION 7 HAZARD MITIGATION PLAN: Terry Stevenson, Platte County Emergency Management Coordinator, provided an overview of the Department of Homeland Security’s process and purpose for updating the Hazard Mitigation Plan in each region. CM Wells moved that the Resolution 2023-006 be approved adopting the Wyoming Region 7 Hazard Mitigation Plan 2023 Update. CM Harris seconded. The motion carried.
2023 POOL OPERATION REQUEST FOR PROPOSALS: CM Michaels motioned to table the consideration of Tri-City Parks and Recreation proposal until the next meeting pending clarification. CM Wells seconded. The motion carried.
SCADA SYSTEM/REVIEW OF QUOTES: CM Wells motioned to accept the quote from Atlas Automation in the amount of $53,210.06 for a SCADA control system update. CM Harris seconded. The motion carried.
SRF LOAN #CW033 PAYOFF: CM Augustyn moved that the Town payoff SRF Loan #CW033 on the next payment date of 04/15/2023. The principal balance was $20,886.75 on 11/17/2022. CM Harris seconded. The motion carried.
SPECIFIC PURPOSE EXCISE TAX PROJECT OPTIONS: A discussion was held about ideas for projects to be funded by the Specific Purpose Excise Tax. Mayor Delgado is working with staff to put together project plans and costs to take to the March 21st County Commissioners’ meeting.
DEPARTMENT REPORTS:  Lester Ballard reported that retail equipment inventories are starting to build. He hopes to be able to locate a fairway and trim mower to purchase as per the current budget. Mike Fronapfel reported that the public works crew has been working to repair collapsed sewer taps on a couple of properties. He expects the streets to be in rough condition after the weather this winter. Chuck Porter reported that demolition is complete at the Dollar General site. Dirt work and concrete is next. Mayor Delgado read the February Municipal Court report from Judge William Conner.
MAYOR AND COUNCIL REPORT: CM Augustyn informed the council that the ribbon cutting for the new dog park is scheduled for April 21st. An archway is being built by Steve Kelley. Mayor Delgado reported that everyone has been busy. The Town will be advertising for seasonal help soon.
ADJOURNMENT: With no further business, CM Michaels motioned that the meeting be adjourned, seconded by CM Augustyn. The motion carried. The meeting adjourned at 6:52 pm.
