Mayor Paustian called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.
Agenda: CM Harris moved to approve the agenda, seconded by CM Augustyn. Vote taken and motion carried with 4 ayes.
Minutes: CM Harris moved to approve the minutes from April 16, 2019 as presented, seconded by CM Kelley. Vote taken and motion carried with 4 ayes.
Consideration of Claims: Mayor Paustian presented the vouchers for approval. CM Augustyn moved to approve the Considerations of Claims in the amount of $354,187.65, seconded by CM Kelley. Vote taken and motion carried with 4 ayes. Ordinance 2019-002 – Wireless Communication Facilities Regulations: CM Augustyn moved to approve Ordinance 2019-002 on 3rd and Final Reading, seconded by CM Harris. Vote taken and motion carried with 4 ayes. Ordinance follows in title only: AN ORDINANCE OF THE TOWN OF GUERNSEY ADOPTING A NEW CHAPTER ENTITLED “WIRELESS COMMUNICATION FACILITIES REGULATIONS” AND PROVIDING FOR AN EFFECTIVE DATE.
Resolution 2019-013 – Rail Spur CD: CM Kelley moved to approve Resolution 2019-012 – Rail Spur CD, seconded by CM Augustyn. Vote taken and motion carried with 4 ayes.
Public Comments: LTC Patton is still going through the environmental study. They will have a meeting May 16th from 6 pm – 7 pm at RTI, Dispensary. XTCT will be in Guernsey for the next 3 years in June doing trainings at the military base.
Department Reports: Chief VanDam reported 309 calls, with an increase in animal problems to 14 and 7 juvenile problems for the month of April. Officer Holt is doing very well at the academy. He also participated in Discovery Days in Wheatland and handed out 490 goody bags to the children that came through. We will be working on the National Night Out event that will take place in August. Kate Farmer reported that the Golf Course well has been drilled and when the weather clears up, they will do their reclamation. The Camp Guernsey Connector kick off meeting with Baker and Associates out of Torrington will be held tomorrow. Andy Fletcher has the new drawings for the rail spur and hopefully we will be able to get that started this spring. The Backhoe bid opening will be this Friday at 1 pm and we should have 4 bids come in. I got quotes for a new mower for the parks and cemetery and Rose Brothers in Lingle said they would deliver the mower and wait for payment until the new fiscal year.
Mayor& Council Reports: CM Augustyn asked about the Dog Nuisance Ordinance. Chief VanDam has some changes and the Attorney said to send changes to him and he will get a final draft to the Council.
Announcements: 5/14 – Broom Brigade, 5/23 – Guernsey Swimming Pool Opens, 5/27 – Memorial Day & Town Hall Closed, 6/1 – Color Dash 5K
Adjournment: With no further business to come before the Council, Mayor Paustian called for a motion to adjourn. CM Harris moved to adjourn the meeting at 6:24 pm, seconded by CM Augustyn. Vote taken, and motion carried with 4 ayes.
