Mayor Pro-Tem Harris called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.
Agenda: CM Kelley moved to approve the agenda, seconded by CM Whitworth. Vote taken and motion carried with 3 ayes.
Minutes: CM Whitworth moved to approve the minutes from February 5, 2019 as presented, seconded by CM Kelley. Vote taken and motion carried with 3 ayes.
Consideration of Claims: Mayor Pro-Tem Harris presented the vouchers for approval. CM Whitworth moved to approve the Considerations of Claims in the amount of $172,375.64, seconded by CM Kelley. Vote taken and motion carried with 3 ayes. Town Attorney – Greg Knudsen: CM Whitworth moves to approve the selection of Greg Knudsen as Guernsey Town Attorney, seconded by CM Harris. Vote taken and motion carried with 3 ayes.
Comprehensive Plan Final Presentation: Gary Grigsby, President of Western Research and Development introduced himself and Ed Waddell, Planning Manager. They have been doing the research for the Guernsey Comprehensive Plan that was funded by the Wyoming Business Council. They did some additional work to find the forced main and a land use GIS layer for our records. Recommendations are as follows: 170 + housing units need to be built, a daycare facility, public/private partnerships for internet services, safe/productive place for afterschool kids, who will facilitate the comprehensive plan. Ed went through the sections of the plan and gave a quick rundown of what the community would like to see and findings on housing, economics, safety, things-to-do, as well as other recommendations. Zoning changes have been recommended along Chugwater Street between Wyoming Avenue and Nebraska Avenue from recreational to multifamily dwellings.
Public Comments: Kit Armour, Director of Platte County Chamber of Commerce reported that they have a workshop for “Engaging your Employees”, this Thursday. March 9th is Casino night at the Wheatland Country Club from 7 – 11 pm, tickets are $25/person. Kit showed the Council the 2019 Wyoming Travel magazine and Platte Counties placement on the tear out map.
Department Reports: Kate reported that the Golf Course Well walk through will be February 21st and bid openings on March 3rd. The request for proposal on the Camp Guernsey Connector engineering will be in the paper on February 26th and will run for 3 weeks.

Announcements: Tri-City Parks Pool Meeting 2/26 – 7 pm, Council Meeting 3/5, Council Meeting 3/19
Executive Session – Personnel: CM Whitworth moved to go into an executive session after a short break, seconded by CM Harris. Vote taken and motion carried with 3 ayes. The Council came out of executive session with no decisions made.
Adjournment: With no further business to come before the Council, Mayor Pro-Tem Harris called for a motion to adjourn. CM Whitworth moved to adjourn the meeting at 7:03 pm, seconded by CM Kelley. Vote taken, and motion carried with 3 ayes.
