Mayor Paustian called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.

Agenda: CM Kelley moved to approve the agenda, seconded by CM Whitworth. Vote taken and motion carried with 5 ayes.
Minutes: CM Harris moved to approve the minutes from January 2, 2019 as presented, seconded by CM Kelley. Vote taken and motion carried with 5 ayes.
Consideration of Claims: Mayor Paustian presented the vouchers for approval. CM Whitworth moved to approve the Considerations of Claims in the amount of $214,702.62, seconded by CM Kelley. Vote taken and motion carried with 5 ayes. Oath of Office – Kate Farmer, Mike Montgomery, Terri VanDam, William Conner: The following were sworn into their appointments; Kate Farmer as Clerk/Treasurer, Mike Montgomery as Public Works Director, Terri VanDam as Chief of Police and William Conner as Municipal Judge.
Mayor Pro Tem – Dale Harris: Mayor Paustian appointed Dale Harris as Mayor Pro Tem.
Proclamation Commemorating Town of Guernsey School Choice Week: Mayor Paustian proclaimed January 20-26, 2019 as School Choice Week for the Town of Guernsey.
Planning & Zoning Board Appointments – Cory Bristow, Rose Martinez, Ada Pulos: CM Kelley moved to approve the appointments of Cory Bristow, Rose Martinez and Ada Pulos to the Planning and Zoning Board, seconded by CM Harris. Vote taken and motion carried with 5 ayes.
32 Acres – Lease 2 Acres to John Bunning Transfer: CM Whitworth moved to approve leasing of 2 of the 32 acres east of Town on Quarry Road to John Bunning Transfer Company for $300/month per acre, seconded by CM Augustyn. Vote taken and motion carried with 5 ayes.
Town Attorney: CM Kelley moved to send out an RFP for a new Town Attorney, seconded by CM Harris. Vote taken and motion carried with 5 ayes.
Resolution 2019-005 – Comprehensive Plan: CM Whitworth moved to table Resolution 2019-005 – Comprehensive Plan, seconded by CM Kelley. Vote taken and motion carried with 5 ayes.
Public Comments: Pat Pettigrew gave the Council an update of where and how the money has been spent that the council gave to the Guernsey Food Pantry. She thanked the congregation, Town of Guernsey, Wheatland Power Plant, First State Bank and Crop Walk Proceeds. The Food Pantry is open on Fridays from 1 – 3 pm. CM Augustyn is going to get Pat a contact at BNSF for a possible donation. Kit Armour, Chamber Director, congratulated the new Council. Kit has 2 employees as well as herself which allows the Chamber/Visitor Center to be open 7 days a week. Government Contracting workshop Thursday, January 17th and the Community Mixer will be at Simply Creative that day as well. Kit has requested Nick as the Guernsey representative on the 3rd Thursday from 11-1. Nick will talk with Kate about that representation tomorrow. Platte County Mainstreet had 7 new businesses open, 2,300 volunteer hours and created 19 new jobs created in the last year.
Department Reports: Kate included the reconciliation reports for December. Chief VanDam let the Council know that her and Kate Farmer spoke with 7 -12 graders about careers. Kathy Montgomery let the council know that she volunteered to check in the 105 Cowboy Challenge Academy Students.
Mayor& Council Reports: Mayor Paustian thanked all the citizens that came to the council meeting. He would like to see the chambers this full every council meeting.
Announcements: Town Hall Closed & Martin Luther King Jr. Day 1/21, Council Meeting 2/5, Employee Appreciation BBQ 2/14, Presidents Day & Town Hall Closed 2/18, Council Meeting 2/19
Adjournment: With no further business to come before the Council, Mayor Paustian called for a motion to adjourn. CM Harris moved to adjourn the meeting at 6:35 pm, seconded by CM Kelleu. Vote taken, and motion carried with 5 ayes.
