Hotel restoration bids to be opened 21st of March

Posted: Tuesday, Mar 7th, 2017

tís been many years since the lobby of the Culver Hotel saw guests. The Culver Hotel will be restored through a Downtown Develop Grant from the Wyoming Business Council.

GUERNSEY--The project to restore the Culver Hotel and create a Bed and Breakfast have taken another step forward. †The project is now out to bid and sealed bids will be opened on March 21 at 2 p.m. at Guernsey Town Hall. †

Work will begin on the project as soon as a bid is accepted and the needed contracts are signed and notices awarded. †

The project is advertised at the national, state and local levels and it is hoped that competitive bids are received for the project.

The idea for the restoration came about as an ideal project that could be funded through a new grant program for downtown development through the Wyoming Business Council. The parameters of the grant, the amount needed for the match as well as how to cash flow the project pointed to the restoration of the Culver Hotel on North Wyoming Avenue.

The project was developed by the Guernsey Economic and Tourism Development. The Town of Guernsey is acting as the fiscal agent as required by the Wyoming Business Council. No city funds are used for the project. and the cash match required by the grant is being supplied by the Guernsey Economic and Tourism Development.

A business plan was formulated with the owners of Twisters Restaurant to see if they would be interested in leasing the hotel once it was restored. With that lease in place, the grant was submitted in the spring of 2016 and approved later that summer. Paperwork was completed over the next month or two and work began last fall to facilitate the removal of asbestos to make the building safe to restore and safe to remove additional buildings on the lots. That work began in December and was completed in January. During that time, the design and plans were also being developed for the restoration. The new facility will have seven individual guest rooms, a dining room, kitchen and lobby area.

The project was submitted for bids in late February and all submitted will be opened on March 21st. If an acceptable bid is received, work will begin immediately as the building has been gutted and is ready for the beginning of the restoration process.

Once completed, the hotel will be leased to Twisters at fair market price. The net revenue from the lease will be split with the Wyoming Business Council to help fund other projects. There are an additional two business-ready lots on Wyoming Avenue that can be developed by a business that wants to relocate or start up in Guernsey.
